Rivers there are problems with two rivers not lining up between the Northern and Southern Iciria Hollow World maps. Nonetheless, it could well have taken them thousands of years to get far enough to prompt the immortals to act again. Another idea is that the immortals may have wanted to preserve the technological aspects and tried something like with the Blacklore elves, but it backfired and eventually they regained their technology.

We already know that quite drastic swings are permissible if the seeds are already present - just look at the Azcans. Blackmoor re-establishes itself on the Known World, after being copiously trashed by their Immortal (ex)- patrons. The Blackmoorians' technological antics finally upset the Immortals who literally kick them out of the Hollow World. A bit of history: Blackmoor destroyed itself 1,000 years ago and was "cloned" inside the Hollow World sanctuary by the Immortals. Adventures in Blackmoor(tm) Boxed Set: This campaign set allows the return of the Blackmoor civilisation in the Known World.
